Child Welfare Services
Child Welfare Services and Juvenile Probation Five Year System Improvement Plan (SIP) 2014-19

In 2001, California enacted AB636 as the Child Welfare Services Improvement and Accountability Act of 2001. All 58 counties are required to participate in a multi-tiered accountability process, collectively titled the California Child and Family Services Review (C-CFSR). The C-CFSR measures outcomes for safety, permanency, and child/familiy well-being. The components of the review include Outcome and Accountability County Data Reports, a Peer Review, County Self-Assessment (CSA), and System Improvement Plan (SIP), with state technical assistance and monitoring. Data is used to inform and guide both the assessment and planning processes. The California Department of Social Services (CDSS) issues quarterly reports which include key safety, permanency and well-being outcomes for each county. These reports provide summary-level federal and state program measures to track performance over time.

Goal

We believe every child in Tuolumne County is entitled to live in a safe, healthy and nurturing environment. As service providers we strive to:
  • Provide safety and stability for children at risk of abuse and neglect
  • Care for child victims of abuse and neglect
  • Work jointly with service providers to strengthen and preserve families
  • Collaborate with foster parents and other care providers to ensure safe and stable placements for children
  • Establish permanent homes for children who cannot return home
  • Actively participate in community activities and organizations focused on the prevention of child maltreatment

Services
  • Emergency Response: Conducts in-person safety and risk assessments to determine if families are in need of services
  • Family Maintenance: Provides time-limited in-home supportive services to families in need of close monitoring
    • The services are intended to alleviate any concerns regarding abuse / neglect and assist the family in creating a safe home environment for the children
  • Family Reunification: Provides time-limited services to the family while the child is placed in an out of home setting
    • The services are intended to alleviate any concerns regarding abuse / neglect and assist the family in creating a safe environment for the children to return home
  • Permanent Placement: Designed to provide an alternative permanent family structure for youth who cannot safely return home
