Adult Protective Services
About the Program
APS functions to serve all dependent and elder adults with a protective need in Tuolumne County. A “dependent” adult is any person 18 through 64 years of age who has physical or mental limitations which restrict his/her ability to carry out normal activities. An “elder” adult is any person 65 years of age and older.

Participation is voluntary in APS activities. The client has the right to refuse services, if he/she so chooses. Clients are not charged for services.

The Tuolumne County Department of Social Services is committed to the safety and welfare of every individual. If you suspect abuse and/or neglect of an elder or dependent adult, please call 209.533.5717. Mandated reporters must also complete the SOC 341 form, which can be faxed confidentially to 209.533.7355.

The goal of Adult Protective Services (APS) is to prevent or correct conditions which cause dependent or elder adults to be mistreated by means of:
  • Physical abuse
  • Sexual abuse
  • Financial abuse
  • Mental abuse
  • Neglect
  • Self-neglect
  • Isolation
  • Abandonment
